Mogadishu, 1 October 2025: The Prime Minister of the Federal Government of Somalia, His Excellency Hamse Abdi Barre, accompanied by the Minister of Energy and Water Resources, His Excellency Abdullahi Bidhan Warsame, the Minister of Health, Dr. Ali Haji Adan, the Governor of Banadir Region, Dr. Hassan Mohamed Hussein (Muungaab), alongside senior government officials and stakeholders, today officially inaugurated 150 health facilities that have been connected to clean, solar-based electricity systems integrated with modern energy storage solutions.
This landmark initiative, funded by the World Bank and implemented by the Ministry of Energy and Water Resources, represents a significant step toward modernizing Somalia’s healthcare infrastructure. The project is designed to reduce the cost of electricity, ensure uninterrupted healthcare services both day and night and support the operation of essential medical equipment. It also provides reliable storage for critical medicines and vaccines, thereby strengthening health service delivery across the country.
During the inauguration ceremony, the Prime Minister formally commissioned the electricity system at Martini Hospital. He emphasized the importance of fully leveraging the installed solar systems to enhance service quality and efficiency. In his address, the Prime Minister encouraged administrators and staff at all health facilities to maximize the potential of the new energy infrastructure to deliver high-quality, continuous healthcare services to the Somali population.
This initiative underscores the Federal Government’s commitment, in partnership with development partners, to advancing sustainable energy solutions, improving healthcare accessibility and ensuring that essential services remain resilient and reliable across the nation.
The Director-General of the Ministry of Energy and Water Resources, Mr. Abdullahi Hassan Adan, together with the Director of the National Electricity Authority(NEA), Mr. Abdullahi Dayib, emphasized that the ongoing collaboration between the Ministry and the World Bank represents a significant milestone in the modernization of Somalia’s energy sector. They noted that this partnership demonstrates the government’s commitment to expanding reliable, sustainable and affordable electricity access, thereby improving the quality of life for citizens and supporting national development priorities.
The Project Coordinator, Mr. Liban Ibrahim, provided a comprehensive overview of the project’s technical components, highlighting the scope of activities, the implementation framework and the specific health facilities benefiting from solar electrification. He underscored that the initiative not only enhances service delivery within critical public institutions but also contributes to reducing operational costs and promoting clean energy solutions aligned with Somalia’s renewable energy goals.
The Minister of Health, H.E. Dr. Ali Haji Adan, commended the initiative and reaffirmed the Ministry’s commitment to sustaining the project’s impact. He stated that the newly installed solar power systems are accompanied by a two-year maintenance plan, after which the Ministry will fully assume ownership and operational responsibility for all equipment. To ensure long-term functionality, a dedicated technical unit has been established within the Ministry to oversee maintenance, protection and performance monitoring of the systems guaranteeing lasting benefits to health service delivery and the Somali population at large.
The Minister of Energy and Water Resources, H.E. Abdullahi Bidhaan Warsame, announced that by October 2025, electricity access will be extended to an additional 215 educational facilities, bringing the total number of electrified health and education institutions to 365 across the country. He underscored that this achievement would mark a transformative step toward universal energy access and sustainable development in Somalia.
In his concluding remarks, the Prime Minister of the Federal Government of Somalia, His Excellency Hamse Abdi Barre, urged private electricity companies to engage in close and strategic collaboration with the Government. He emphasized that such partnerships are crucial for accelerating national development objectives and ensuring that financial resources previously allocated to electricity generation and fuel expenditures are efficiently redirected toward enhancing other essential public services.
The Prime Minister further underscored the Ministry of Health’s critical responsibility to oversee the management, operation and maintenance of the newly electrified health facilities. He made it clear that the Government will closely monitor performance and hold the Ministry accountable to ensure the sustainability and effectiveness of these investments.
In recognition of exemplary efforts and dedicated service, the Prime Minister awarded certificates of appreciation to the Ministry of Energy and Water Resources and the Project Implementation Unit (PIU) of the Somali Electricity Sector Recovery Project (SESRP). These awards acknowledge their pivotal roles in the successful planning, execution and commissioning of the solar-based electricity systems across the 150 health facilities.
This ceremony highlighted the Government’s commitment to fostering public-private partnerships, promoting accountability in the health and energy sectors and advancing sustainable development through targeted investments in infrastructure that directly benefit the Somali people.
